So I started a game as the Palatinate, took Espionage ideas even, with the plan of instigating all kinds of trouble within the HRE and trying to kick off the league war. Instead, this happens.......................(super long ellipsis for dramatic effect)
So disappointed this happened, maybe 6 months or less between league formation and war, i'm sure it's due to the somewhat unique circumstances that happened. Savoy was the Emperor, got tangled up in multiple wars, and ended up losing a large chunk of land to France. Upon the conclusion of the war, the leagues starting forming and I couldn't even join a league because I had a truce with Savoy. A few months later, religious war gets declared since Savoy is super weak. Sweden, The Hansa, and Saxony all sit there doing nothing because the Hansa has rivaled me and wont ask for access and wont accept my offer to provide it. Sweden can't get access because it's blocked off by Russia/Lithuania/Poland to the east, and rival Denmark to the south. Not sure what was up with Saxony but it just sat there as well, it was an OPM and probably didn't want to go out alone maybe. I have a huge coalition against me and Brandenburg decides to launch a punitive war. The Hansa is in the coalition and predictably, everyone involved in the war with me eventually gets shredded. This causes the Hansa to drop out of the league war and the Catholics end up with a huge war score. Sweden just sits there and eventually gives up.
Despite the unique circumstances that allowed the war to start due to AI perception, I think it's a bit silly that you can't join a league while you have a truce with the Emperor. Also a bit silly that no tension was allowed to build up at all or opportunity for proper league formation. Perhaps a minimum amount of time between league formation and league war should be created, like 10 or 15 years so there is a reasonable chance for all of Europe to get involved in the case where a member may have a truce with the emperor and unable to join a league .
