Based on Quill18's preview, the generic NIs all give 5% bonuses compared to the typical 10% bonus that the tiered nations get, is this still the same now? Also, I'm quite disappointed if this will be the case, since this deliberately makes nations with generic ideas weaker then nations with actual ones...

I guess that's the goal. It's a better way than lucky nations to make tiered nations with AI win and other nations with AI loose.

Are you sure about that? It may for instance be a 5 % discipline bonus to all military units instead of some nation's NI bonus giving 10 % infantry only.
They're getting things like +5% discipline, +5% tax income, and +5% production efficiency. On the other hand, the tiered nations get +10% discipline, +10% tax income, +10% production efficiency...

Generic nations get +5% to everything. On the other hand, Poland or Prussia don't have anything to trade.

And it's important to note that all the ideas are straight bonuses. While they might not be as big of bonuses as tiered countries get, they also lack any really situational bonuses. All your ideas, excepting maybe -10% mercenary maintenance are always useful. And, because of how they're set up, you do get small improvements to pretty much everything. While that means you aren't as great as in any one area as a really specialized nation, you can be decently competent in any area. "Jack of all trades and master of none is still better than a master of one" as the old saying goes (people always forget the latter part). Finally, the capstone is an additional +10% national tax modifier, in addition to the earlier +5% for a plus 15% total. That's really decent. Not, perhaps, the greatest idea set ever, but not really bad either.

IMO they should copy the system with top Great Powers from V2. Lets say all the nations with 10 highest incomes, army + navy sizes and prestige combined together are given Great Power status, which then grants those +10 bonuses belonging to Tier One countries while countries in Tier Two or below fall back to +5 bonuses.
This way random strong countries may become Tier One powers, while broken former 'predestined' Tier One powers might fall down.

I though there are different regions of different semi-generic ideas. Like one set for German minors, one for Balkans etc. Does this mean that every 4th tier nation on the planet will get the exactly same bonuses?

Because Luck nations is arbnitraty. But NI are not, they depend of the country ressource, culture and history.

The values being double is arbitrary (the bona themselves are too, in my opinion, but opinions schmopinions). There are Lucky Nations, and then there are OTHER luckier nations.
