Yeah, I don't know why they listed those under the DLC there, when the patch notes and dev diaries both clearly have them as part of the patch.

You can mod out the council (both the council power laws and the council having an input) without disabling Conclave, though depending on what other things you keep the AI might get a bit confused (I suspect that it still might try to buy favours from a council with no power and no way to get power, but I'm not certain). Some additional cleanup might be needed to ensure that nothing strange happens (remove/change the Takeover faction as it is related to council power, make sure that you check for CA instead of council power laws for other laws, restore the Lower CA faction, etc.).

I think that all Conclave features can be removed (or changed) without disabling the DLC and without the AI going mad, but some require a bit more work (e.g. if you disable the new education system and restore the old events, the AI will not change to a good guardian on its own, so you need to help it to the best of your ability, and you also need to write a new on_adulthood event to hand out traits in the old way due to the new system being highly reliant on the foci and childhood traits) and some are not very open to modding (you can change the aquisition methods for favours and add ways to remove them (e.g. using a targeted decision or some cleanup event firing under certain conditions), but there is currently no way to interfere with what they can be spent on, making them basically all or nothing aside from the aquisition).
