I wanted to know conditions for primogeniture and it tells me that I have to enable conclave. I have DLC Conclave but I disable it in main menu because I am tired from constant factions about empower councils... So what do they mean, I cannot have primogeniture succession without this DLC? Or how else do I enable conclave?

If factions were your biggest issue with conclave, marrying your family into your vassals' family gives you a non-aggression pact with them. Since no vassal can join factions against someone they have a non-aggression pact with, spreading your children and siblings around means ever having to even look at the faction screen.

No. The decision says one of these three must be true:
a. You're a viceroyalty
b. You have Conclave (which changes the law system) and have Late Feudal or Imperial Administration
c. You have High or Absolute Crown Authority (which doesn't exist in Conclave).

If you have Conclave active, you can change to primogeniture succession by adopting Late Feudal Administration. If you don't have Conclave active, you can do it by establishing High Crown Authority or Absolute Crown Authority in your realm. Otherwise, you can change to primogeniture succession if you are a viceroyalty (which requires Charlemagne, if I'm not mistaken). Do you understand?
