Well, technically they are of some use in case of fire. If you don't put the fire out, the building collapses, and the DRU will then dispatch vehicles and they will search the debris for survivors. When they are done, a new building can build on its own without having to bulldoze the site.
The fire mechanics are not working well, I agree. Your fire trucks will come and extinguish the same house four times in a row, but will do nothing against the tree that set the house on fire and which is standing directly next to the road. It's kind of ridiculous. Normal firefighters should at least try to extinguish any tree fires in a certain distance from a road.
Also, the vanilla fire rate means that there will be some tree fire in the city at any point in time, if you have a decent amount of trees on your map. The free-form "botanical garden" I made was basically always in ashes.
Edit: I also had to switch disasters off as, on the map I'm playing, there was at least one tsunami with an 80m high wave that trashed the city per light cycle. Having your city completely wiped out is fun to watch once or twice, but seeing this once per light cycle gets old fast. As the water in the game is modeled impressively, that wave even manages to roll over 100 m high hills.
