It seems a bit unfair that the penalty for going over your planet limit kicks in as soon as you do so. It means as soon as you win a war for "Cede" goals, you have to pause the game and rearrange your sectors, or lose a bunch of energy.

For comparison, in CK2 after you win a war you have a grace period - three months, iirc - to divvy up the new titles before your vassals start complaining. Something like this would be nice if you want to do just a bit of setup on the new planets before handing them over to a governor.
