You have + 200 relations and they won't ally with you? If you are fighting a war that turns them off a bit, as does high bad boy. Try getting military access before asking for an alliance so it's not such a big step.

How would I know if Romania has claims

the relation tab shows nothing

Click on them in the diplomacy view. Their box will say "clams on X, Y and X" and the provinces they have claims on will show up in green.

In 1914

I try to have +200 and I dont see any claims and Romania didnt join?

In 1881

Romania has claims on Russia but refuse to join me and I try to have +200

Austria doesn't have any claims in 1914. Plus I don't think claims show up on the map when you are at war, although I could be wrong there. If you want to see claims, load up Prussia in 1836 and you'll see most of Germany and a part of France is dark green.

I don't know why Romainia won't ally. Maybe it has high relations with someone you are at war at. Maybe the AI is set to view Austria as an enemy, or maybe there is a problam with the diplomacy AI.
