espionage is still a bad Idea set. Here is a suggestion to rebalance three diplo focus ideas:

Espionage:
50% spy offence
-25% mercenery maintenance
50% spy defence
-20% aggresive expansion impact
+1 diplomat,-25% discovered relation impact
+25% mercenry pool, 50% condotierri pool
-25% covert action cost
bonus: +50% rebels support efficiency (or less cost)

thanks to lower covert action cost Espionage really helps using covert actions. Espionage is now mercenaries idea instead of Administrative Ideas (which received Corruption decrease). AE impact very strengthens the set.

Influence:
+25% vassal income, +100% vassal forcelimit contribution
+2 diplomatic reputation
-25% diplo annex cost
+25% envoy travel time, +25% Imperial Authority increase, 25% Mandate increase
lower stability impact on diplomatic actions
+1 diplo slot
-10 liberty desire
bonus: CB Subjection 75% cost of subjection, 150% prestige, 50% diplo cost (requirements: target has less development, target can not have higher rank, target cannot be superpower)

now Influence is focus on diplomatic expansion and making and maintaining vassals

Diplomatic:
+1 Diplomat
+1 diplomatic slot
+25% better relations
-50% unjustified demands
+2 diplomatic reputations
-20% province warscore
-10% diplomatic technology cost
bonus: 20% faster Favor increase

pure upgrade of most importat diplomatic modifiers

I'd rather have CB imperialism reworked, so that we get it (only) against nations that are behind in institutions / have a lower great power rating.

Weird, I Like Epsionnage the way they are, yes they arent fully turned on Spying but Advisor cost reduction, Corruption reduction...Yes it's more of a "passive in the background" group but it does it's job of "secret affairs", loosing all the "quiet and steady buff".
I wouldnt really buff Mercs on a Diplomatic tech. It's already (outside some countries) a group most people dont even grab one doctrine of. If you give one of the said doctrines a "military buff" suddenly it's becoming easier in case of "snap I have so many Dip points and I cant dev' anything anymore", you just grab Espionnage to boost your armed forces even more.

Influence and Diplo, I'll be honest, I never ever bothered picking any of those two so I won't speak about them. Changes seems nice, I wouldn't grab it still on 99% of situations but that's only me.
