One of the key points of diplomacy Victoria will have to model is diplomatic incidents and other events which raise tension between powers. These often arose as a result of conflicting claims, need to avoid loss of face, refusal to back down and so on.
The fashoda crisis arose when the French sent an expedition to Sudan- the British later sent another expedition to claim the area. Could have resulted in war (didn't). The Agadir incident with Germany and France over Morocco, etc.
What mechanism will Victoria have for dispute resolution? Any expanding powers will inevitably have conflicts. These will usually be dealt with peacefully (although not always, Crimean war, WWI, etc)
Will the player be able to pick a fight with say, the US by claiming the west Coast? Will there be some mechanism to prevent unrealistic claims? (Eg, Morocco claiming Patagonia).
