The Diplomatic Actions button on my Diplomacy screen greyed out and I can no longer click it. Earlier I was able to use it. I started a new game and the issue is still there. I uninstalled EU4 on Steam and reinstalled it, and the issue persists. I've been using a Mac. I opened the game in Steam on a Windows computer, and this also happens there.
Just before, I clicked the Opinion button to the right of the Diplomatic Actions button. I wonder whether clicking Opinion disables Diplomatic Actions (not just for a single game, but for all EU4 games on that Steam account.)
