I play as United Nations of Earth, by the time I discovered the entire galaxy, the Commonwealth of Man was wiped out by a slaver empire. I'm currently the undisputed hegemon of the galaxy and reconquered Deneb and surrounding systems for humanity. However, about 60 human pops are currently living abroad, largely as slaves and even livestock. Occasionally humans also appear on the slave market. Currently the only way to free fellow humans is to tear the entire galaxy by brute force. Conquer all planets with enslaved humans, resettle them, and then even give back the depopulated planets because I do not need them.

I think there should be a diplomatic action to coerce other empires to repatriate or at least free pops from our founder species. It could be something similar to subjugation in which a refusal gives a casus belli to enforce our demands. It could also work for pops being genocided/assimilated or even free pops living under dictatorial regimes.

What do you think about it?

You getting the pops and the enemy loosing a lot of pops is exactly the issue with that:
Especially with the new growth formula, 1 pop can be worth a lot more that late in the game
If your founder species makes even a decent chunk of the enemies workforce, they could be crippeled way beyond even a normal war of conquest (at least there the Economic damage is limited). Warfare the enemy has no hope of recovering from is boring and stale.
If it is added, it should not be doable without generating threath or running into "Conquest War" requirement.

If this is truly only for roleplay, mooving the pops is unessesary:
Maybe Liberation as Xenophobe could be modified to put your primary species (if present in the empire) into power? That would fix the issue of them being enslaved quite permanently.
Or maybe theere can be a "put species into power" CB, that only Xenophobes have access too?
This could be done under the umbrella of "Liberation" Warfare.

A "Put species into power" CB sounds fine to me but that's a separate subject, and I still do not understand the issue with a "rapatriate slaves" CB. You seem to point out that such a CB would be imbalanced, but I really don't see in what way it is worse than a straightforward conquest or subjugation: of course the target will suffer damage.

Maybe allow via policy or something to resettle your founder specie from enslavement (or any enslaved specie) over a short period of time from planets you occupy during a war to your planets (kinda reversed raiding).

Yeah I think the point that "Liberation wars are not sufficient" has been validated if the proponent has moved on to a different CB proposal.

This thread's proposal is still a good idea, and one which can't be replicated by any current game mechanic.
