Give an option to ignore all communications from an empire other than a formal declaration of war.
This option becomes immediately available after the first communication from their empire is received.
Ignoring greatly reduces opinion unless the empire is ruled by Pompous Purists.

Just decline any offers and the AI should wait quite some time before asking again.
It's not a QOF suggestion, it's about actively ignoring them, like some races do in sci-fi.

(Like a hive might not be inclined to speak to anything but itself, or how there is no communication with the Borg unless specail circumstances are met, or how the humans from "Starship Troopers" have 0 interest in any diplomatic comunications with the "Bugs" and consider the very idea of a "Bug that thinks" to be offensive)
