They could also be used to have a slight technological advancement what I mean by the is to be able to have access to the search for technologies that one can not normally have conditions that the other empire has sought, Advantage with this point is that it does not jeopardize the technological advance of one empire over the other with espionage and that even advanced technological empires can use it. Another way that could be used the spies would be with an assassinate but limited to one per spy and one every 10 years maximum.
