I'd like to see diplomacy actions actually affected by the diplomatic ministers used. Instead of just adjusting the monetary cost of diplomatic actions, maybe the ministers could also affect the likelihood of the actions they undertake.
The actual modifiers could be very small, plus or minus, but would make these ministers more interesting to play, in my opinion. Currently, there is little reason to change ministers since money is not a major concern for most players. I would like to see a greater opportunity to influence events using diplomacy, such as creating "ahistorical" alliances based on ideology or economics for example.
