To be clear, from the Prime Minister's perspective the war began when the Germans decided to use their fleet to occupy Holland instead of an army. This was in direct contravention of discussions between England, Germany, and Russia regarding the disposition of Sweden and the Moscow Army.

With at worst a hostile and at best an inconstant German fleet on the North Sea, the key policy objective of Great Britain had to be preventing a German build in Kiel.
