Why not just send a set of orders at the start of the diplomatic phase? You can always revise them later after negotiations with allies/enemies, but any set of orders ought to be better then Civil Disorder. Or you are doing something really wrong.

I've considered it, but I felt I'd rather set an alarm and do a last minute check to ensure that nothing has changed. I sent through orders some hours before deadline and went to sleep before Spring 1901 was processed, and I missed out on a diplomatic offer. Falling asleep when I did, ~10 hours before deadline, a lot could change.
