Diplomacy DLC + "Migrating Fleet" unique playstyle?

The economy update and DLC gave us Megacorps. I hope and suggest that the next DLC (Diplomacy probably) gives us another unique type of government/ethic. When I mention the Quarians from the Mass Effect universe, you will know what I mean. It is still on my wishlist, being able to have a species that for whichever reason, either forced or as a preference are living outside planets permanently and living on huge spaceships. We already have non-playable roaming fleets. So it isn't a far stretch that Paradox have considered it already.

As Megacorps were ideally combined with an economic overhaul, I'd wager somekind of Migrant Fleet playstyle would be perfectly combined with an extensive diplomatic overhaul. After all, when one is without planets and has to rely on other means (either forced or voluntarily) -- diplomacy becomes even more important. Migrating the fleet when things get too hot, and asking civilizations for rights to orbit in a system for example (if owned). That said, things have got to be balanced out against all the other ordinary playstyes. Make such an oversized fleet unique. Instead of pops living on planets, you will have pops living on huge ships meant for this purpose.

Although, this also means the AI has to be up to scratch to handle such a playstyle. That's vital.
