Hi everyone,

Fairly new om the HOI series, just piked up the Millenium Dawn mod so please be gentle :)

Anyway I'm trying to work out how to get Non-Aggression Paacts and Basing Rights in other countries. I know to select them in the Diplomacy tab but every time I do this I get told there are more Negatives than Positives. I'm playing Millenium Dawn as China and I'm trying to get Basing Rights in Indonesia to give my navy access to the Indian Ocean by the Straits of Malacca. So at the start of the game I start Boosting Popularity of the Communist Party in Indonesia to win the next election (which happened and gave Indonesia a Communist government), and then Improved Relations to boost my Popularity in Indonesia, but it still didn't work. How can I get past this?

The best way is to get them in your faction if you want military access - even at max relations you will only get +10 points towards accepting, which is still smaller than the default -20 for "no reason to agree". I am not particularly familiar with Millenium Dawn, but if it works like the base game you generally won't be able to get military access unless you are fighting a war against the same enemy or by focus.
