OK, my problem is, playing as China, that I dont receive enough diplomats to bring forced vassals in my empire. After a country becomes vassals as a peace resolution, diplomatic relations are always -200 and to bring it up to +190 I need number od diplomats. But China only get 1 per year (2 when at war) and having lousy emperor (2/2/2) doesnt help neither.
I'm asking this question because someone here mentioned that china can diplo-annex entire SE Asia, but it doesnt seem possible to me. Thanks for every help or suggestion.
