this is actually a roman thing but I think it could be adapted to be applied to other factions.
rome organized provinces in bigger regions as dioceses and also aplied different status to them like propretorian, proconsular and senatorial.
I was wondering if this could be in the game so that you can promote provinces when you meet requirements and you get bonuses with it.

If the player could be allowed to at least partly decide on such kinds of organization of provinces it would be bloody awesome.

I think it's rather out of timeframe

yes, you're right but now be honest and tell me that you're not going to build an empire within the game timeframe ;) that's why I think it might make sense including several types of goverments per province.

The dioceses didn't exist till, what, 4th century AD?

said like that maybe diocesis might be offtopic, but I still think that some different organization could give more flavour.

But Provinces are very much in the time frame. When conquering certain territories as the Romans, they should trigger the creation of a province. It should be an administrative entity, and characters should be appointed as provincial governors, giving certain bonuses/maluses.

Here's a list of provinces within the game's time frame:
241 BC Sicilia
231 BC Corsica et Sardinia
197 BC Hispania Citerior
197 BC Hispania Ulterior
167 BC Illyricum
146 BC Macedonia-Achaea
146 BC Africa
129 BC Asia
120 BC Gallia Transalpina
81 BC Gallia Cisalpina
74 BC Bithynia
74 BC Cyrenaica et Creta
64 BC Cilicia et Cyprus
64 BC Syria
30 BC Aegyptus
29 BC Moesia

I would be nice if there were regional areas larger than single "provinces" (here referring to the individual regions with one city, resource, etc. to them which are in almost all Paradox games) like Victoria has.
It would be even cooler if you could demarkate these areas for yourself, though it would have to be costly and have different benefits dependent upon the size of the provinces, otherwise people would change them all the time on a whim, which very non-period.
