It is often impossible to play this game with one of the many minor religions or heresies. That´s because your enemies will always have those magical holy orders with 10.000 super troops they will be able to conjure out of nowhere. Often you have no way to fight back.

I am not saying that heresies and minor religions should have super holy orders, but in certain conditions a ruler should be able to create a generic holy order.

For example: if I am a Lollard heretic with huge amounts of piety and religious focus, with moral authority higher than 50, control over at least one Holy site, I should be able to create and name a Lollard Holy Order.

The Holy Order strength should be proportional to how many donations they receive, how many holdings they have, etc. Also, there should be decisions that increase their strength (giving donations, takings holy sites, being holy and paying piety, etc). The types of troops should be based on the culture of the creator.

I agree, especially for their strength scaling.
Tiding it to donations is a great idea.

Here is how I see it:
-Holy orders are basically standing armies.
-We have a mechanic for standing armies called retinues.
-Training a standing army comes at a cost.
-Holy orders are given donations.
Basically, holy order should use their donations to build up their retinue. I would make donations less arbitrary. Their strength would go up and down as they loose battles and recover.
