I'm new to EU2, came over from HoI where the only thing difficulty does is give you a combat penalty/bonus, it doesn't make the AI better or anything. What effects do the difficulty settings have on EU2?

Well, difficultness as it is indicates income and money you get from trade, census, etc. Aggresiveness represents how often AI will attack you and other AIs. Unusual about very hard diffucltness is that you can trigger BB wars (when you exceed bad boy limit, everyone on your continent and bordering to you will dow you, not very nice thing :)).

Difficulty determines the BadBoy decrease rate (BB is a value you get when behaving 'badly', ie DoWing - Declaration of War - or conquering provinces, or diplo-annexing countries). It has a high impact on your starting treasury, and on various results in the game, tough not much on economy (including trade). No effect on the quality of the AI, except the AI cheats more the higher the difficulty.

To discover the game first, I advise you to choose Very Easy/Coward and an easy country (1419 China, 1492 Spain, France, and the like), to get an easy game.
