"Differing war philosophy" - Impossible to get alliance.

In my current game I'm having this modifier with literally every race I've encoutered so far (about 14without primitives and fallen empires). And it is completely independent of the orbital bombardment/ war economy setting. I've tried every single combination and waited for at least one year before reloading and trying a different setting.
It also seems to be independent of the ethos. I even found a species with the same combination I have (individualist, fanatic materialist). I'll have to abort this game because I neither can trade nor enter one of the aliances or federations and by now I'm the only empire that isn't in one of the big power blocks.

You can use this little mod I made. It works without restarting the save, I've checked.

Is this still a thing? I'm unable to join a federation with a fellow individualist because somehow we have differing war philosophies. Am I missing something here?

Is this still a thing? I'm unable to join a federation with a fellow individualist because somehow we have differing war philosophies. Am I missing something here?
It's soley based on the types of war you can declare. I think it goes none (defense only) / liberation only / unrestricted.

Damn I was hoping to save a butload of time by just forming a federation with the last big empire that held the remainder of the galaxy not under my thumb since we've had good relations all game etc.

Unfortunately, differing war philosophies. *sigh* Liberation assimilation it is.

I was rejected by a federation that I wanted to join due to differing war philosophies. The members were mainly pacifists, but I noticed that the federation has declared war on a neighbour, so I changed my War Philosophy policy to Liberation Wars, and my Orbital Bombardment policy to Light. This allowed me to join the Federation.
