Guys, its your policies about various waroptions. You'll need to change your orbital bombartment and war dynamicitiy settings to match. The hard part is finding the matching set!
So it needs to be exact? This might be it. I tried out a couple different combinations of both but not every single one. It should show what their policy is somewhere

Don't think it's a good feature. If ethics and government types are compatible, and they like you, you should be able to ally with them. Stance on bombardment and war economy seem trivial and shouldn't factor so heavily in AIs decisions. But atm, the AI seems broken in more way than one.

Orbital bombardment is a pretty drastic step. How would a modern developed nation view biological warfare and carpet bombings targeting civilians?
Yes ethos should have a larger weight, but I don't think a democracy would view such things as trivial.

On a related note however, I do think the mutual rival modifier should be larger. I think the USSR in WWII is a good example of that.

I imagine they wouldn't take too kindly to it, but that's no reason for them to pass up an alliance with you and go with someone even more different. E.g. AI being materials, form an alliance with spiritualists, simply because they don't like your approach to war. That makes no sense whatsoever. I imagine you'd be rather be in an alliance with a democracy that has some harsh war stances, than a totalitarian society.

Also, a difference in power should factor in. If a superior (threat generating big, scary and sophisticated) empire approaches you wanting to be friends and ally, your relative power should factor in making you more likely to accept. The modifier for this seems to already exist as Threat but it's only a negative modifier not a positive one.

There are three options to choose from - Light (lighter weapons, strictly military targets only), Limited (heavier weapons, slightly eased targeting restrictions), Full (one step short of Base Delta Zero/Exterminatus in that the planet isn't rendered incapable of sustaining life in the future).

I'll try to put it into modern terms:

"Light" is like using attack craft to hit only military targets that are well away from cities. "Limited" means that you start using strategic bombers as well and allow for targets closer to cities to be hit. "Full" is the carpet bombing you mentioned.

You are quite right, I do think the modifier should not be as simple as not having the same policy, but I would not agree with you in saying that it shouldn't matter.

If the AI empire has limited bombardment, then the modifiers should be as follows:
limited +20
light 0
full -20

I'm not saying that it shouldn't matter, just that Orbital Bombardment isn't automatically carpet-bombing cities into rubble and salting the earth for good measure.

Yup. It doesn't tell you *which* policy is wrong, simply that you have one that's not matching. Def something that Paradox should change up.

(Who disagreed with me that this is how it works? I wasn't saying anything about if it's a good idea or bad!)

They could, but currently they do not. I've had two materialist individualist ally with a collective spiritualist instead of me because of the different war philosophy. And I tried every war economy policy. I think the modifier is too harsh and should be more progressive. It should also be made clearer, and ethos should play a bigger role. As of now I don't think that ethos mater in accepting an alliance apart from the opinion boost (could be wrong).

Having a great game so far, only a handfull of hours in, but this game sure has potential!

Anyways, i'm having a bit of an odd thing, i'm playing as a xenophile, pacifist, materialist race.

Met a couple of friendly alien races, who are both pacifists, and yet i get the "Differing war philosophy" modifier, giving -20 to start an alliance.

Was a bit confused , but figured i might just be misunderstanding something.

So, i went to war with a crazy zealout race, and liberated some planets, so they got the exact same ethics as me, still get the "Differing war philosophy" thing.

Wtf?

Is this a bug or what, or am i just missing something badly here?

Yup. It doesn't tell you *which* policy is wrong, simply that you have one that's not matching. Def something that Paradox should change up.

(Who disagreed with me that this is how it works? I wasn't saying anything about if it's a good idea or bad!)
Well I have gone through and tested every combination multiple times now and still nothing. This is making me want to request a refund or something if diplomacy is going to be this obtuse.

Don't think it's a good feature. If ethics and government types are compatible, and they like you, you should be able to ally with them. Stance on bombardment and war economy seem trivial and shouldn't factor so heavily in AIs decisions. But atm, the AI seems broken in more way than one.

Idk about that, America has a different "Bombing" policy then alot of countries, and i'm pretty sure it's a good reason why 80% of th world don't like them, so...WAD?

My save game is included in that bug thread.

The scourge have struck in a different part of the galaxy but no one will ally granting me border access and the other AI empires are not powerful enough or willing to do anything.

Fallen empires are Equivalent to me in fleet power and naval capacity. I could crush the scourge, potentially I have no idea, with an 80k stack that's 1 full tech level behind in shields/weapons/reactor/warp 1 drives ready to upgrade sitting useless.

I am running into this issue right now.

I have an AI race that has a +161 opinion of me:

Embassy: +100
Border Friction: -5
Materialist Fools: -10
Free Individuals: +10
Mutual Threats: +6
Non-Agression Pact: +25
Guarantees Independence: +25
Grants Civilian Access: +5
Migration Treaty: +10
Research Treaty: +10
Repugnant: +10

Looking at the opinion for joining their alliance, I'm at -18:

Base: -50
Friendly Attitude: +30
Differing War Philosophy: -20
Opinion: +16
Mutual Threats: +5
Non-Agression Pact: +2
Relative Power of Empires: -1

I have tried selecting LIght and Limited for Bombardment, and that -20 doesn't go away. I can't select Full because I"m not militarist or fanatic militarist, but either is the AI race. They are Spiritual Seekers, Democratic Utopia, Fanatic Individualist and Spiritualist. That rules out them selecting Full for Bombardment.

My war economy is on static. I tried semi-static and dynamic, with the different combinations of light and limited bombardment, and it doesn't go away. I even let one in-game month go by to see if it ticked away. In fact, it doesn't go away for any of the other three members of the alliance I'm trying to join either.

It's certainly frustrating because it's completely blocking me from how I want to play. In order to get anywhere now, I'm going to have to engage in war with these guys right now, as the one who likes me the most is the one who directly borders me, blocking me from going to the rest of the galaxy (Hyperdrive).
