"Differing war philosophy" - Impossible to get alliance.

Having a great game so far, only a handfull of hours in, but this game sure has potential!

Anyways, i'm having a bit of an odd thing, i'm playing as a xenophile, pacifist, materialist race.

Met a couple of friendly alien races, who are both pacifists, and yet i get the "Differing war philosophy" modifier, giving -20 to start an alliance.

Was a bit confused , but figured i might just be misunderstanding something.

So, i went to war with a crazy zealout race, and liberated some planets, so they got the exact same ethics as me, still get the "Differing war philosophy" thing.

Wtf?

Is this a bug or what, or am i just missing something badly here?

Not sure whether it is a bug or not, but I encountered this too yesterday.
I eventually got an alliance with them by getting some trade agreements (like offering civilian access).

I think it is to do with what you set for your war economy stance in the same screen as where you select your stance on slavery etc.

Yes it does, had the same issue yesterday, it started me off on hybrid for some reason so I switched to static and that modifier went away for most AI empires

I've tried all three, none change the modifier.
Here too, they are the only empire besides my own and a few primitives, so I want to have them as my friends. Everything fits perfectly, just the War Economy doesn't do anything, and that's the thing that prevents me from having an alliance :(

I've tried all three, none change the modifier.

I've also tried all 3 also, with no luck. To be fair, switching war economy does seem to remove the modifier for some empires. But most empires still keep it. And the ones I want to lose it, those closest to me keep it regardless of what i set war economy to. I'm playing as a Fanatical Materialist and Xenophile. I'm wondering if that combo is bugged. Since the OP also had those ethos.

Bump, is this confirmed that you have to adjust this? Can we get a developer response here?

It's a modifier that doesn't make sense to me, when it exists with pacifists and non-pacifists as a Militaristic, Fanatic Materialist.

I've had that problem as well. Three empires were ready to join my alliance, only to be stopped due to "different war philosophies". Kind of annoying as they all went to join the big federation that is growing on my galactical south and completely blocks my expansion.

i tried all three war economy stances, nothing happened. I am individualist, xenophile and materialist, the other empires I can't remember all of them, but one was fanatic xenophile spirualist, and another one was xenophile and fanatic individualist.

Is only for war economy? or the bombardment policy is also taken into account?

Since i changed from light to limited i started seen more often the "different war policy" negative modifier. But maybe they changed their war economy and now hate me again

It makes diplomacy a hell of a lot more difficult. I have two people who would be happy to enter an alliance except for their "differing war philosophy". Due to the fact that the game doesn't have many options for boosting opinion and it's much less powerful in CK2 and EU4 (where you can stack things like royal marriages) it seems unduly limiting when ethics differences already guarantees that many won't be joining alliances.

The differing war philosophy is a feature, not a bug. It's how the AI behaves with its neighbors and what its ultimate goal is; you can see underneath their actual government type. They will be things like "Evangelical Zealots", "Hegemonic Imperialists", "Federation Builders", and such.
