I started a game as Austria in 1399. Ostmarch and Wien had army buildings up to level 3, barracks. I also had 10 prestige and 3 diplomats. The next time I started a new game as Austria in 1399, I had 0 prestige and no buildings anywhere but 5 diplomats. So I got curious, I started again and had 5 prestige and 3 diplomats.

Does this happen to anyone else? Is it a glitch?
