This is just a small idea to make claims a bit more dynamic. I would have there be three levels of claim strength: weak, moderate, and strong. These would be based on how long you spend fabricating the claim. Claims wouldn't appear in within the first six months of fabrication to prevent abuse of claiming provinces. If you are caught when fabricating a claim you would stop and be given the level of claim for the amount of already time spent. I would also include an option to strengthen claim which acts like fabricate claim, except after a year the strength of a claim is upgraded.

The Three Levels of Claims*:

-Weak claims would occur if you spent less than one year fabricating a claim on a province. It would give you -5% admin cost and time to core the province and would fade in 10 years.
-Moderate claims would be equal to what claims are right now and would occur if you spent more than a year fabricating a claim. It would require -10% diplo points to take the province, -10% admin cost and time to core the province, reduce aggressive expansion when taking it, and would fade in 25 years. Any claims given by missions or events would be moderate claims.
-Strong claims would occur if you spend more than two years fabricating a claim on a province. It would require -25% diplo points to take the province, -25% admin cost and time to core the province, reduce aggressive expansion when taking it, and would fade in 50 years. Any claims given by forming a nation or similar decisions/events would be strong claims.

*The numbers and percentages I've listed are probably unbalanced and are more meant to show the difference between the strength of claims.

Quite recently I have read similar discussion on this subforum. I voted for three grades, 1] ordinary claim, 2] something stronger and valid for longer period of time, 3] core.
That makes sense, and if something like this is implemented that would probably be the case. My thought process was if I am going to suggest something stronger, might as well make something weaker. I didn't know there was a similar discussion I will have to take a look at it to see their ideas for claims.
