Differences between sewage outflow pipe and treatment plant.

I don't see the difference between the sewage outflow pipe and the treatment plant, i mean they both seem to unload in the rivers very dirty water.

Could somebody explain me what is exactly the difference between the two?

What about if one breaks down? In SimCity, once that happened you were stuck with simply turning it off but if you tried to bulldoze it, to place a new one, it made horrendous ground pollution. Will there be a way to pay to have our broken treatment plants dismantled responsibly by a service that removes the sludge?

hm good point it never happend me then i played simcity but then you put it like that maybe its better to just dont have it like that from the begining to aviod that problem in the first place
