The selectable countries vary from scenario to scenario

Yes you can, enter your EUI folder and open the .EUG file of the scenario you want changed, you will find a line SWE = {.

Change it to the tag of whateve country you want to play as (at the expence of beeing able to play sweden.)

If you download IGC, you can select any game country as a major in the GC. I tried playing the War of the Spanish Succession once, the stupid French AI made peace for a few ducats after less than a month . The problem I found with those scenarios is that the game AI was not programmed to behave as thier historical counterpart would have. I haven't played the Napoleon's Ambition scenario in EU2 yet, does it do a better job of simulating the Napoleonic Wars?
