wouldn't it be easier (and cheaper) to base your subs from the Western coast of France or Norway?

Well yes, it's assumed that you have annexed France and Norway.

Using my strategy you're spreading out your sub fleet in groups of 2 or 3, and deliberately bating the Royal Navy into Condor range. Remember, you keep one big stack of Condors to bring overwhelming superiority at the point of attack. The overall objective is to wittle down the Royal Navy or force them out of the Atlantic altogether.

If the Royal Navy tries to big stack you with their fleet then just don't fly the Condors. All the subs simply slowly wittle away at their merchant marine - and run when the Brit big stack comes into their zone.

A couple of questions

Instead of waiting for the annexation of Austria event is it a better idea to just demand their territory from the start in 1936? I have tried this in single player and they caved in eventually. Waiting for the event is nice since you get some manpower and extra divisions, but even with this extra manpower is it really worth it to wait until this event takes place? The new divisions are nice, but you will still always be outnumbered by the allies and the Soviets. If you take austria early you can put their resources and ICs to good use and crank out a few extra valuable techs before the start of the war.

Taking out Austria Early also give you the benefit of an early land route to Yugoslavia which you can annex for ports in the med.

Also, which security minister should Germany have? I almost always use Frick, who give you 25% more usable foreign ICs. I am tempted to sometimes install a man of the people who will give me more manpower. The extra mp would be great but if I am occupying most of Europe, it may not be a good idea to remove my Prince of Terror. I figure Germany should go for quality over quantity and those ICs will cement my technological supremacy.

Also, is the ever a good time to promote Himmler to head of security? Those efficient sociopaths don't really seem all that efficient.

Frick is most beneficial when you have a lot of enemy territory under your control and the IC is needed. Keep in mind he causes +5% dissent so your consumer goods requirement is going to jump.

Werner is generally the best minister to have when at peace and periods of limited conflict

Himmler is never the best minister to have. The only (benefit) of Himmler is the I (guess) his loyalty is high so he can function during times of high Germany dissent. This is just a guess.
