That usage is not universal and neither is it accurate. We have perfectly good terminology for things like that, I don't see why there is insistence on simply using the wrong term over and over again until people see it as the right term when there already exists a term for it.

What word are you thinking of that is the supposed vox propria for a Steam achievement that is triggered by a thing happening in game that is mostly down to luck, or that is unlocked unavoidably merely by making progress in the game (e.g., by finishing a chapter in one of the Telltale games)? I would just call those "achievements", because that is what they are.

I am not going to play as particular country for 30 hours - without mods, with lucky nations I dislike as they limite unpredictability, without regular fun coming from console 'fog of war and terra incognita off and look what's happening in the world' and my favourit settings - just to get one very particular steam icon.

Well if you like play with cheats, its your way. Also there are lot of achievments not focusing on Europe and Lucky Nations are pretty much needed for game, because otherwise it would be so easy to play it.

What purpose do the actual, 100% luck-based achievements serve though? This isn't a matter of pure semantics; typically they're called "achievements" and not "things that happened while playing" for a reason.

This one is a joke. It's funny enough, if you don't take it too seriously. It's also a sort of consolation price – if you have such a poor ruler live long without *trying* to get an achievement, you might be a bit frustrated, but at least you got an achievement out of it. That is, I agree with this:
