Using ships to capture a colony from a country at war, you need military access from the country you are at war with. Then you can only move ships into port where enemy troops are stationed. If you preposition ships in ports of your prospective enemy before getting into a war with them, then you can capture provinces by stopping the ships from leaving port when the war begins.
Similarly, to defend your own provinces from ToT capture or from wartime capture, you should have galleys prepositioned in your colonies. If a colony is captured, simply stop the galley from leaving port. Once the galley leaves port, you can only reenter port if you have military access with the country you are at war with and the enemy still has troops stationed there.
The cost of a single galley is much less than the cost of a fortress of one to a few levels. And the galley ensures that the colony can never be taken by the AI. It is pointless trying to use this method against human players. So in single player, why would you want to build fortresses in your colonies? Maybe you would if you were at the ship support limit; but that is not very likely. There is usually plenty of support for ships.
