Last time I played EU4 was patch 1.5, and during that play-through I marveled at the somewhat realistic envoy system. Specifically, the further the distance from my capital the longer it took my envoys to arrive in foreign country to execute a given task. This added a layer of immersion because I could not spam envoys and had to make strategic decisions about waiting X months for my diplomat to arrive in India for example - factoring various opportunity costs, etc. Now, I notice it takes less than a week for my envoy to travel huge distances. What gives?

There's various factors that can shorten like travel time, like ideas and events. I'm not experiencing quick travel times myself though, Congo to Portugal takes roughly a month to travel for me.

They did shorten travel times, in 1.7, IIRC. I don't think they were tweaked, again, in 1.8. It still takes time, particularly for long distances. But, yes, in Europe, it can be mere weeks, even days, to go from their capital to yours.

Frankly, the shorter travel times make that aspect of the game a lot more engaging for me. Before, it took so long for envoys to return that I forgot what I was next planning to do with them, by the time they finally arrived home.
