As Japan, I declared war on USSR to help Germany. I invaded from Vladivostock. It's a level 10 port but I just can't get any supplies to my units, even if they're 2 provinces away. Infra is ok and partisans activity is very low. Is the system really that bad?

Is there any way to actually fix this or am I screwed?

Check from where your units are supply, if it's not from Vladivostock you could send what you want to this port it'll not help you (you reach the limits of the supply system)
In your case, the main supply line seems to came from somewhere in Korea and go through the province next Vladi. So it may help to put units that use both supply and fuel in vladi. in order to change the road (and merge the supply send directly to Vladi in your main supply source), but I'm not sure it will work.
You also can edit your save file and create an "infra wall" by setting the infra to 10% to cut the main road from korea and force the supply system to start using Vladi. as supply source for your russian area (set 10% infra in the little corridor between Manchuria and sea).
If you have transport planes, you can also put one in Vladi. and use air supply missions. Try to only use this in your main supply road.

edit : Always remember the Mad Hatter is in charge of the supply system in HoI3 ;)

Thing is, V is where my units are being supplied from. The Soviets have a supply depot there so as soon as I take the city, it becomes my main "supply hub" even if I don't create a convoy (I have those on manual).

All my units on the continent are supplied from there, even the ones deep in China and I have no supply issue whatsoever. I have 17k supplies and 8k fuel and the motherf***** won't send them north.

Regarding air supply, I'm afraid that won't be enough. Besides, I had an air mission that ran into some Ilyuchins so my transports are nogo for the time being. :(

Save your game, open the save file and look for the "4522=" string.
Few lines under this you should find :
Code:
   infra=
   {
6.000 6.000    }
Change by :
Code:
   infra=
   {
1.000 1.000    }
So you will create 2 zones : one in Russia supply by Vladi. and one in Korea/China supply by Hamhung or other port in china. It will take few weeks (but less than 10) to be operational.

do not use tanks, thats for starters-use just mountain/normal infantry. do not let AI mass shit up-AI mess shit up, keep consistent front. dont strat deploy to the front, let your units march there on foot from nearby supply center. ensure that you have naval supermacy, as it seems like you dont have sufficient supply convoys.

Hi, I have naval supremacy and I have 35 free convoys. I manage my supply convoys manually.

As for tanks, they've been massed on Soviet border for months prior to my dow and had no supply issue.

The problem occured when the AI changed my supply hub from Shanghai to Vladivostock.

I haven't tried yet what texmassteam suggested (at work atm) but imo, my problem appears to be a bug more than anything else. I can supply units deep in China from V without problems so supplies not travelling 2 provinces north is not normal.

If that doesn't work, I'll try to downgrade the port in V so that AI doesn't switch it to main hub. Would that work?

shitty AI. it uses shotrest possible paths to supply your units. dont care about infra. waird i know. i already tried to repair it, but its inside the exe and its impossible to change. just use militia on them and wish for the best. also, use transport planes.

Everything that force the engine to recalculate supply road may (or not ;) ) work, so give it a try.
In my current game (as Japan), I've got an unsupplied 50% infra province next to a fully supplied 20% infra province. The supply flow through the 50% infra road and suddenly avoid the last 50% province to go trough the 20% infra province. Fortunately it was a costal province so I build a level one port and got enough supply to launch marco polo :D
As Japan, prepare yourself to suffer from both supply issue and supply madness ;)

Something's weird; it looks like there are no supplies at vladivostok and none are flowing there. Have you hovered over the red arrow to confirm supplies are actually being shipped?

I just had a bizarre situation whereby, as a result of a massive redeployment of troops, my supply demand became basically infinite - and as a result, none of my convoys shipped actual supplies (since my stockpile was empty).

Since Vladivostok is level 10, and it has no units, even if the infra is limiting supplies getting shipped north (which the crosshatches indicate it should), the province itself should be colored... not empty like that.

Also, can you hover over that province to see how many supplies currently reside there?

Hi, I currently have 17k supplies and 8k fuel in Vladivostok. I confirm that something is weird. :D

I did not try what thexmassteam suggested but what he said gave me the idea to level down V's port. I just tried and poof! Magically, all my units get supplied from Shanghai!

It's a bug AFAIK.

Anyway, thank you all for the help, that did actually solve the problem. :)

partizan activity could impact supply transfer. forgot about that
