Did Tanks Lose their Importance? And what it means for the Tank Designer?

I agree, all sorts of actual army reports, testing and battlefield evaluations have proven that all airforces vastly overestimated or exaggerated their kill-counts.

None of that has anything to do with "blogs" stating such things, and it certainly isn't a case of spreading myths themselves. It can be found in actual reports from the time, and gets covered in all sorts of reference books and papers from highly acclaimed historians.

Because i also heard Paradox is gonna buff Anti-tank capabilties by now making armor penetration less binary. It's no longer 'You either penetrate and destroy Tanks. Or don't" but now it might be "if you're X percentage, you might inflict Y damage on tanks"
I'm still not sure whether Pdx just mixed something up, but based on the combat changes dev diary, AT is just getting nerfed. If the enemy has more armor than you have piercing, they will still take half damage even if you lack just 1 piercing. While if you manage to pierce them, you will only partially negate their armor unless you have a major piercing advantage over their armor (so having 31 piercing against 30 armor will have almost no effect).

Wait, so is CAS overpowered in HoI4? They seem to do a ton of Damage to divisions ig (as well as organization).

CAS was extremely effective at:
  1. Disrupting supply chains
  2. Damaging or destroying Soft Targets
  3. Hitting static Targets
CAS was less effective at:
  1. Turning the Tide of an active engagement (tanks actively maneuvering).
  2. Outright destroying armored vehicles.

Tanks need Fuel, Ammo, Artillery support, infantry support via Trucks, spare parts, etc. CAS is really good at blunting an armored offensive by denying the tanks logistical and combined arms support. You don't need to destroy the physical tank to remove it from active duty. simply deny a tank the resources it needs to operate and it is good as gone.
