Did I make a big mistake?

As Brazil, I spent most of my cash at the beginning of the game on upgrading my coffee and tobacco plantations. After checking the amount of production before and after these upgrades were completed (and at the beginning of the next month in case the change was calculated later), I noticed that I was not producing any more of the goods after the upgrade than I was before. Did I just waste a huge amount of cash on useless upgrades?

Upgrading RGOs and factories are meaningless unless you have POPs to fill the newly created spots. So sadly yes, you did waste alot of cash.

Damn. But thank you for the prompt response. How do I know when is the "right" time to upgrade? Is it when I have unemployed guys?

The first level accomodates five pops. If you have more than five worker pops, you should upgrade the RGO to level two, which has 10 slots...
