Did De Jure casus belli get stealth changed?

Few days ago I could as Duchy of Ivrea declare a De Jure Claim war against the count of Montferrato, since it is De Jure part of Ivrea.

But now I can't, and instead I have the CB against the King of Lombardy
Did De Jure CB just get changed without notification or what? There's nothing in the patch notes about it

I noticed this too. It's great for when you're the top liege of a realm, but it's very hard to now work your way up. Don't like this change.

I did some testing and found out that the CB just seems bugged
The Duke of Flanders still has his two CBs the way they should be, but the Duke of Ivrea doesn't have his for some reason

Same goes for the Duke of Savoy, so it has to do with HRE. Couldn't discover anything in the laws menu.
