I've been trying to do this multiple times by following the "Unity Through Democracy" sub-branch without success, the main reason is that I can't get to be at war with France.
The sub-branch gives you non-expiring war goals against the UK and Germany, which theoretically means you get to be at war with:
- Germany and Italy in the Axis
- France in the Allies
and those are the missing territories to form the EU.
But in practice, I can never get to be at war with France because it never joins the war (even though already an Allied nation) when I declare on the UK. Of course France does not generate world tension so I can't manually justify against it either.
In this one run when I defeated the UK, France never joined the war and so the Allies faction continued to exist with France, democratic Italy, and a few colonial nations. I can't justify on any of them as a democracy. Although I don't understand why I can't justify against Republican Italy, who as a former fascist generated world tension. Is it possibly a bug?
