I think whats more worrying than USA building level 2 rail all over, is that Mexico has managed to cover all its territory with rail, large portions with level 2, and all it took was a meager 18 years from the unsignificant rail network in 1842 to 1860. With that speed they have electrified it all in 1867 and have monrail and subways in all cities by 1899. 
Indeed. Maybe the cost of railroad building should go up by quite a bit. Hell with the speed Mexico built up I can imagine that the Russian empire from 35-55 will be very very prepared for the Brits.
Historically yes. But from the moment you leave pause on the 1st day of Victoria you will be going down a different path from history - otherwise it would be a very boring game in my view.
So what I'm trying to say is that maybe the US has prioritized Railroads over other things that were done historically - or got more money from doing different things - or just not relied on the private sector to fund the railroad in the US.

Also Level 1 Railroads are called experimental... they probably aren't a fully running system

Yes, I have visions of an empire spanning the entire central part of the American continent!
But maybe those central American provinces are too poor to be worth it? In EUII there were many provinces that I almost always avoided colonizing (particularly remote fish provinces) because they'd never amount to much - maybe it's possible in Victoria to get something out of these extremely poor provinces if you invest enough.
the aar is excellent i feel like i cant think about anything than victoria now... when i tell ppl about it they ask what she looks like, i answer> the most beatiful thing in the world!

I'm sure aprof has update on his mind, but there is this thing called a Real Life. Not to mention that there's still more beta testing to do. So relax a bit and give him some time.

The game screens look fantastic. A real leap from Eu2 and HoI.
Although not my fav time period, I look forward to getting the game whenever that may be!
Hopefully, HoI2 will see an change of this magnitude when or if it is done!
