You build them in STATES, and each state has a half dozen or so provinces. So on the map it will always look cluttered, because once you e.g. give Kentucky a level 1 railroad, all four of its provinces will show up having a railroad connection on the map, even though the reality equivalent of a lvl1-railroad would probably just be a narrow-gauge track from Louisville to Bowling Green with tracks branching off to nearby towns or mines.
Judging from the railroad map in Aprof's AAR, you can probably tell that there are TWO states in Missouri, because only its northern provinces have railroads. Likewise, none of Indiana's provinces have railroads, while all of llinois' and Ohio's provinces to its west and east have them... so perhaps Indiana is one state - were there two, the AI would probably have built railroads in southern Indiana already.
I don't know how the states are aligned in Mexico though, the Mexican railroad appears much more linear than the American one.
