Ottoman government is a "locked" reform, which means that you can't switch out of that tier 1 reform by most means or use later reforms to change your government type.

Could you clarify that a bit? Are later reforms just blocked entirely, or are effects (like parliament) simply disabled?

You can pick later reforms, just not the reforms in the final tier that switch your government type to theocracy or republic.
