DH 1.02 - IC incorrectly calculated - is 374 should be 1200+

I am playing the Soviet Union, 1939 scenario. I have the Steam install running on Windows 7 Enterprise x64 SP1. The only modification I have made to the game is to increase the maximum number of tech teams to 12 (misc.txt).

I have noticed that my IC has stopped increasing even though I have taken control of many new provinces over several years. My base IC is reported as 374. After opening a thread in the User Mods section, I went through the save game file (link below) to calculate the IC I should have at this point in the game.

I got the list of controlled provinces (controlledprovinces = {}) from the save file country section for the Soviet Union (tag = SOV). There were 930 province IDs. I took the base IC for each province in map\Map_1\Province.csv. I then went back through the save file and replaced any IC values in province sections that corresponded to any of the 930 province IDs.

Based on the numbers, I control 1632 IC and my current IC should be 1247 (385 IC is damaged). Again, the game reports my base IC as 374 and the number has not changed (up or down) in a LONG time.

You can download the save file and my calculations as a CSV or Excel file. (The CSV does not have totals, just raw data: province ID, province name, IC, Current IC.)

Hi,
first of all let me explain something important.
When you conquer a not-national (not-core) province, you only get 1/3 of its IC (Ministers of Security can increase the Foreign IC Use), unless you chose Full IC takeover in the options before starting the game (which you didn't).
I don't know where you got your number, but a quick looks tells me that all the countries you conquered (Sweden, Finland, Japan and China are the big ones) would have around 220 IC which means that you get only around 75 of them as their lands are not cores for you.

However, it seems true that your base IC is not increasing, but it seems also that you started the game with a 1.02beta patch and then continued it with 1.02 beta. Unfortunately savegames are not compatible and I suspect this is the cause of the problem.

I started the game with 1.01, where I noticed the problem first, upgraded to 1.02 beta to try to fix it, and then 1.02 got installed over that.

NOTE: I linked to an older save file than what I used to calculate the IC in the files above. I've updated the link to point to the correct save file.

So, what is foreign IC? (I'm looking at the save file country = {} section.) nationalprovinces is not foreign, I presume. I'm guessing that is it the complement of (the difference between) two of the following three sets described in the save file: nationalprovinces, ownedprovinces, and controlledprovinces. Is it one of these (where '\' is the complement operator):

controlledprovinces \ nationalprovinces
ownedprovinces \ nationalprovinces
controlledprovinces \ ownedprovinces

I am making the assumption that controlled is a superset of owned, which is a superset of national, based on the sizes of the lists. Correct me if I'm wrong.

Foreign IC is the IC present in the provinces which are controlled but not national, so it's controlledprovinces - nationalprovinces.

The difference between owned and controlled is the owner is the rightful owner of the province and the controller the one who controls it. So for example if you are at war with Romania and occupy Bucharest, that provinces will be owned by Romania (so in Romania's ownedprovinces list) but controlled by Soviet Union (so in SOV controlledprovinces list). If you annex Romania, the Romanian provinces controlled by you will become owned by you.
