I picked the 1940-1968 scenario for my first game. I am playing as Germany. The game was working fine until the clock hit January 1st 1965. The entire decisions panel was greyed out then, as if I had no decisions. (However, just a weeks before I had options to Mobilize, Make Winter Equipment, Create Public Works, etc.) I decided to keep playing, and during a war with China, I noticed that I could not liberate any nations from the diplomacy screen either. It would not let me liberate any Indochinese nations (that I HAD liberated earlier in the game before China annexed them), or let me liberate Korea or China, after I had annexed both.

It would be nice to have a constant to use in events for start date and end date respectively.

e.g. be able to write deathdate = { END_DATE }

I figured that all the events greyed out because of the game scenario normally ending in 1964, but I thought it was a bug. It just seems a bit odd that a scenario that came prepackaged with the game would have options disappear because that scenario goes longer than some of the other ones.

You're missing something. :)
1940 scenario wasn't prepackaged with the game, it was added with patch 1.02 last November. And nobody here thought playing a 1940 scenario with an enddate different from the historical one.
For now there's not much we can do now, in next patch we will fix this.
