For Theocracies/Monastic Orders can there be an option to spend Papal Influence for Devotion? As there is an option to spend Papal Influence on Legitimacy for Monarchies this seems a fair enough option. There are many legitimacy boosters, but very few for Devotion. It seems very logical in terms of what you're doing (using influence with the pope to show devotion).It also doesn't break the if it's a bit easier to get like Republican tradition could due to random leaders for Theocracies.
I realise this somewhat feeds back into itself, though the papal influence gain from Devotion isn't significant enough to make it overpowered and it'd just be a quick way to increase Devotion for the other benefits.
