As we've seen with the most recent development cost changes, Developmental Efficiency doesn't work particularly well. I would change it to instead increase the bonuses from each level of development, with base values being adjusted accordingly.
This would also mean that development in the ROTW could be increased, since they will gain less benefit from each level unless the increase their tech. China could provide millions of manpower, but only as DE increases. Ming would only get a few hundred thousand to start.
This could also work well with events; pre-discovery Mesoamericans could get a huge bonus to simulate their wealth and large populations. After meeting colonizers, they could lose this bonus to simulate disease.
