In the new beta patch the cost to improve provinces is no longer increased by +5 for each time developed and was switched with an Increased cost to develop from +1% to +2% per existing development.
In my opinion the +5 had two objectives, make players want to develop provinces that already have a good amount of base development and stop player from being able to develop a province to crazy amounts. The new 2% should handles the 2nd objective well but removed any incentive to develop an already developed province (further from unlocking new buildings)
On the other hand the +5 was removed because it made further development just too expensive too quickly to be worth.
Now I have a suggestion to fix this systems in a different way.
How about the development cost being 1% per current development plus (insert balanced number here) per recent development where this second cost would decrease with time.
With my suggestion two things would happen, first it would be as advantageous as it is now to develop already developed provinces and would stop a province from being developed a lot in a shot period of time making the development of a country seem a lot more organic, it would be impossible to make a city appear out of nowhere in a few days.
This could be taken a step further and make the time it takes for the extra cost do disappear to decrease with the amount of development making improving already existing cities even more tempting without stopping players from building a new Paris if they so desire
