People are complaining about crazy high costs of development (which I agree) and I think they should be lowered. One way to compensate for that is creating a time cost. It does not make any sense one province to magically grow from one day to another just because I dumped a thousand monarch points on it.

In that case, so many other things are one-click --> immediate effect in EU4, not just development. I'm talking about things like increasing stability or decreasing war exhaustion and inflation. While I agree with you, it would be better if all these one-click -> immediate effect actions were converted to a more long-drawn process that suck in Monarch Points every month.

Common sense ^^ I agree - cooldown per developed area per province (admin, diplo, mil) so that improving base tax does'nt stop us from improcing manpower for example. And costs should be lowered. They said they will change the cost, but i think it will still be too expensive to develop decently.
