It is quite possible to have a capital that is owned by the enemy.

Using set 59 at normal difficulty i created a savegame for Barbarossa at 1941/05/22 as a starting point for testing.

At that time soviet union had 281 landdivisions, its minors had 4(MON) and 3(TAN).

Germany had 185 landdivisions, the relevant axis minors had 25(FIN), 27(HUN), 31(ROM), 21(BUL), 4(SLO) and 0(CRO).

One month into the war Germany and its minors had 11 divisions visibly deployed in Norway, 62 divisions west of the Oder and further 9 divisions in the (southern) axis minors. So at least a total of 82 divisions have to be deducted from the relevant 293 division axis had available.

That makes up to 211 divisions available for front duty.

Komintern had 21 divisions visibly deployed east of the Urals. That leaves up to 260 divisions for front duty.

That is a numerical advantage of 23,2%. IRL it was a disadvantage of at least 23,7%.

I intended to count if Bitter Peace occurs, but i ended up measuring when it occurs:

This is a higher rate of success than i was hoping for. I did a second series of test from a savegame from 30 days earlier. This gave different results:

The difference is explained by the wake-up call that loading the savegame at Barbarossa means for the german AI. Without this wake-up call AI leaves many armored divisions idling in the west.

One reason for the immense german success is the (initial) advantage in org. That is factor 2.22(102 to 46) to 2.83(102 to 36).

I did some testing with set 61. At Barbarossa it was 102 org vs. 51 org, so (almost) exactly a factor 2. Still each time loading at Barbarossa resulted in Bitter peace:

Now this second type of testing gives about the results i was hoping for, if only for the wrong reasons.

In case March_018 Germany annexes Tannu Tuva in august 1942, but Moscow is stable. In october 1942 Germany runs out of manpower. The Spanish Civil War turns out weird after SPR joined the allies, but SPA not axis. The new AI event is suppossed to prevent that specific outcome.

Testing takes longer if Blitzkrieg fails. In case March_041 is is not that much of a failure. When Japan joins the war it seems that Bitter Peace could trigger soon, but instead soviet union fights at 2 fronts successfully. Manchuria gave its 30+ divisions as expforces to Japan and Japan used them to capture ground, but only for a time.

This is the latest AI vs. AI BP i have seen so far. Moscow was lost in the winter 1941/1942, but soviet union holds out till the inter 1944/1945 when it almost recaptured Moscow while also fighting U87 in the east. Then soviet union ran out of manpower.

Italy already switched sides. Japan and of course U87 have still lots of manpower.
