Just like the title says, with Common Sense and the new emphasis on development, I think that a development mapmode could be useful both in game, and on the select nation screen for custom nations. Perhaps have the tooltip for it also list terrain/cost to increase development by 1, and maybe trade good as well?

While I think that it's fairly apparent, for the sake of completeness, just a few potential uses for such a mapmode would be:
1) Better selection of provinces for custom nations
2) Deciding ideal provinces to turn into production powerhouses, or manpower bases.
3) Seeing where the enemy draws manpower and recruit from, so you can better target provinces to occupy in wars.
