Its just game breaking to see some backwater province in Iran having the most development endgame.

I think the development upgrade mechanic needs to change.

1). We could for example have the advisers (military, diplomatic and administrative) go and do the development. Say a level 1 adviser would take 12 months to upgrade a province militarily while a level 3 adviser takes only 3 months. This would increase the value of level 3 advisers also. Right now level 3 advisers just cost absurd amounts of money for their value.

2). The mechanic can also be changed to take some extra time to improve the province based on the current level of development.

3). Ideas on the Innovation tree could be improved to help with development, reduce development cost and time and reduce adviser costs more. As of right now I don't think anyone chooses Innovative Ideas group.
